Committee members noted that despite the increase of Fund revenues in 2011 by 4,9%, as compared to 2010, the expenditure side was reduced by 8%.  

 

People’s deputies believe that actions of the Social Insurance Fund for temporary disability in regard to settlement of issues raised were untimely and did not have a complex character.  

 

People’s deputies noted also that the Supervisory Board, that includes representatives of state authorities, paid no attention the use of funds by the Social Insurance Fund.

 

It was mentioned that there were problems with paying assistance to companies against which bankruptcy proceedings are instituted. Meanwhile, within two years, the Ministry of Social Policy failed to develop and refer for consideration by the Cabinet of Ministers and the Parliament appropriate legislative proposals to resolve this issue.

 

Members of the Committee discussed information of the Counting Chamber of Ukraine on the results of cost-effectiveness audit of Social Insurance Fund for temporary disability in Dnipropetrovsk and Zaporizhzhya regions. 

 

To resolve violations and deficiencies identified by the Counting Chamber, Executive Department of the Fund approved an appropriate plan in July 2012 and now the work is being done on its implementation.

 

Following the results ofdiscussion, the Committee will recommend the Cabinet of Ministers, ministries and the Social Insurance Fund for temporary disability to take appropriate measures.
